The most iconic moment in the franchise next to the originals scenes was the moment when Michael Myers had pinned Robert Simms (Bob Simms) to the closest door (aka the Ghost Bed Sheet guy)

Tommy Lee Wallace comments that it was to mimic ones "Appraising Your Work" movement.

So yes the Head Tilt=Appraising Your Work.

This moment in the film is especially creepy..... that head tilt....
So damn creepy....

You can’t tell if it’s pride or confusion in what he has just done..... it almost feels like a quizzically and proud of what he has accomplished..... especially with how long He watches Bob dangle there.

Michael: “Best Halloween decoration ever.”

Michael: “wasn’t expecting that to happen.”

Yeah everyone had their own point of view of what he was doing and mines was always him staring at his own masterpiece of murder.

It's interesting how the head tilt changes in meaning between Michael and Jason.
