The villain from the movie Hell Fest is creepy in a way that after the murder mayhem, he comes home to take care of his child. It's a unique scene in the history of slasher cinema.

If we talking Creepy and not "Scary" and "Evil" it has to go to the Masked Man from the Stranger series.

Stalker and Killer with no real motives is creepy in itself.
